Include Score 4 property in the Special Character Area assessments!
The public feedback very clearly supported retaining SCAs and supporting the creation of more Special Character Areas (SCAs).
A way to do that is to include Score 4 property into the non-walkable Special Character Area assessments to help some SCA areas meet the 66% threshold. Retaining those extra SCA areas will NOT impede the council’s obligations to meet the National Policy Statement on Urban Development (NPS-UD) objectives. There is much evidence on the existing capacity to meet those objectives under the Auckland Unitary Plan – for example, the Orakei Local Board area already has over 90% of all land zoned for medium or higher density, compared to an average of 67% in other regional areas.
Council, PLEASE be rational in your governance. You will meet the objectives. You will NOT expose yourself to risk before the Independent Hearing Panel. PLEASE require Auckland Council’s planning team to include score 4 property in SCA assessments and adapt those into the plan change proposal before 20 August 2022.
